The touchscreen works by the capacitance or resistance changing between two plates, it should be sealed these days so if it looks glued leave it. Just unplug what you can and leave for a few days somewhere dry and warm.
Just insure it then claim.
Get some Silca Gel, and a sealable plastic bag. Put the phone and the gel in the bag, seal it and place it somewhere warm for a couple of days. Hopefully it is suck all the moisture out.
Problems can arise from the flux they use for the solder. Adding water can just corrode the PCB connections, rendering it useless.

phoned up orange, and told them truth…
phone was in my inside pocket whilst it was raining, and phone didnt appear to be wet… (ok, didnt tell him it was a motorbike jacket that had been in torrential rain for few hrs)
Water wasnt pouring out of it or anything anyway.
so, they said sounds like its faulty, and i had choice of £70 for new phone, or £30 plus £6 per mth for insurance for yr. I took that one
covers against accidental damge, theft, loss, etc etc.
5 mins after the call the phone works!!! :crazy:
though within 15mins playing with it, i had to reset it 4 times…
called them back, and explained, (as they would have charged me the full price of handset if it was working fine)
told them it appeared to be working, but was iffy and unreliable, so theyre still sending new one, and logged the call as proof that i did call them back

I have to say Orange are the nuts when it comes to customer service.
A few years ago I dived into a pool in Corfu with my phone in my shorts pocket:w00t:
I had their insurance and there was a new phone waiting for me the day after I got home:)
Now get yourself a phone sized plastic bag mate;)
