If one were to buy fairings on flea bay that are damaged with slight road rash how easy if possible at all would it be to fix them up and paint them so they look pretty much new. Also where could one have this done?

exactly! why do you think they are selling them.
unless you can do a good job yourself, keep looking 'til you find undamaged ones, or they have so minimal damage that you can live with it.
