project bike-re rfegistgering for road use

however: seller states the bike has been off the road and not hpi recorded, surley it must have been on the road/registered at some point to have been taken off the road… or am i missing something?

can you still get an hpi from the frame/engine numbers only if the bike is unregistered?

basically does this ad look like its legit to you guys or is somthing dodgy goin on?

ask seller for reg number as it is partially obscured by ebay in the listing as an 05 plate …
