Maybe Tim needs his own praise section 
My track bike has always struggled when cold, since I bought it second hand a couple of years back. Even when it starts, I have to wait 10 minutes before I can twist the throttle.
With some poking about and turning a few screws, things are balanced better now. The bike is starting right up and responsive to the throttle, right away. All at a very reasonable rate.
