Police Speed Camera Van, M11 This Morning

One for our traffic friends here (in light of the crossing white lines and the meaning of stationary thread a while ago)

At about 11.45 this morning going into work, I saw a marked Police Transit speed camera van, rear flaps open, “checking” the speed of motorists going northbound between where the A406 joins and Loughton.

However, it was parked up on the hard shoulder. I thought hard shoulder was there only for “Emergency” use? Is this deemed an emergency?Not my definition of emergency it’s not.

Just my observation on the matter. Not police bashing. That is all.
