OK this is about some place called Adur in West Sussex (never heard of it but it’s not that far from London…)They’re bringing in parking charges either ‘pay and display of phone app’. Clearly no one in the council rides a bike or else they’d understand why pay and display doesn’t work on a bike, ffs!
