not that two wrongs make a right, but for all we know the biker who owned that bike may of harmed the other person in some way. However if its just a random act of drunkeness (seeing as it looks like the cyclist is swigging from a wine bottle), then alot!
Does look kind of targeted, like he had a problem with that particular bike - he stops, goes back, kicks it over and then rides off in a different direction.
