Other than yes I think that the council have a duty to advertise or make people aware that this is going on. They probably won’t put cameras up as it cost money and they would not gain much from it. All that was damaged from they side was the railings which they will just paint over and cover up.
I think that we live in very sad times where it really is each man for himself!

i know that area well, i feel for ya fella, its a known bike theft hotspot, like camden.
it looks as if the possibly may have tried to nick the scoot, couldnt, and as you pointed out, broke the seat lock and used the fuel to ignite the fire, unfortunetly your ninja was next to it 
best thing you can do is get a garage, or get fully comp insurance, yes its exspensive buts its piece of mind for when the unthinkable happens!
