If you managed to fit 18.6 litres into an 18.2 litre tank maybe you were ripped off by the garage!
Unlikely, pumps as they are measuring devices in theory have to be calibrated. Most tanks are measured to a mark or a point and then the volume is measure from that, it doesn’t necessary mean that it won’t take more. My tank is to be filled to the lowest point on the collar, but there is probably room to squeeze a bit more in before it hits the overflow.
