Oh, those neighbours sound lovely – the copper got assaulted!!
Your cat won’t like it but I would definitely try and keep it in for perhaps a month or so to try and break its habit. Unfortunately the cat won’t really understand and may be straight back round the neighbours as soon as you let it out however long you keep it in.

I’d keep the cat inside. I know its not what she’s used to and ain’t what you want to do but for her own safety I’d consider making her a house cat. If that’s possible…I ain’t a cat person so wouldn’t know what to do with them. Thing is, they may not feed her next time, just hurt her to get back at ya!
You just don’t know what people like that are capable of…if they’re twisted enough to ‘steal’ a cat and assault a Policeman then gawd knows what lengths they’ll go to.

Ahh I’m glad you’ve got your little fur ball back, I’d be devastated if someone took one of my babies!
