2025 public consult on conjestion charge changes

We have launched a public consultation on the new proposals for the Congestion Charging scheme to help manage traffic and congestion in central London.

The proposed changes include:

  • Increasing the Congestion Charge from £15 to £18 (and all other related charge levels) so it remains effective in managing traffic and congestion and retains its deterrent effect. The charge was last increased in 2020
  • Introducing a new Cleaner Vehicle Discount (CVD) for electric vehicles (EVs) with the discount level varying by vehicle type. The current 100 per cent CVD will end on 25 December 2025. We are proposing it will be replaced with a new CVD to offer long term targeted support for people and businesses switching to EVs, helping to reduce carbon and improve air quality
  • Changes to the Residents’ Discount from 1 March 2027 for new applicants, to support residents switching to EVs

We are also proposing to change the Mayoral Guidance which sets out how changes to the scheme are made. The changes would better reflect the approach we follow when undertaking consultations in comparable circumstances and when setting charges for TfL services, notably public passenger transport fares.

If introduced, our proposals would begin to come into effect from 2 January 2026.

Our 10-week consultation runs until 4 August 2025. We want local stakeholders, businesses and residents to share their views on these proposals.
