Whats this rubbish!!! Advice please

I bought er 5 and filled in the dvla form with owners friend and he posted it as the owner had gone back to SA. Now I get a letter from DVLA that the bike has been permanently exported and they cannot register the bike and told me to go to the local DVLA office to register the bike.

Can I solve this problem by phone?
do I have to pay for registration?

DVLA **** it all the time, call them and explain the situation.

Good luck, you will need it. Oh, be very polite and nice to the person you speak to and they will sometimes be helpful.
