What might work at the moment is to mount your plate on velcro and swap it for an Italian one. And have no tax disk. At least judging by the number of scooters out there on Italian plates.

And yes, You’re going to need to lock down any cover over the plate as the CEOs can use reasonable efforts with reasonable amounts of care and attention to expose the plate. And you run the risk that they might just tow the bike away instead.

Don’t start that again. Traffic wardens and the police have the right to remove the bag to get you reg number. End of story.
