Poor obs IMO. Car moved so slowly that the guy should have taken action. Doesn’t even look as if he braked. 
And all the other cars just kept on driving…
Yes, difficult to decide who was the bigger knacker.
Bike appeared to be going at some clip past a big big hazard, and the car, well it was just doing the usual cage trick.
Hope all parties lived to tell the tale but perhaps couldn’t re-insure for a year or two. Time to think over the errors of their ways.
