From following all the connected threads, I think it is pretty clear he is a rip off merchant who [probably] lives/works around Holloway rd.
Well sorry but can I suggest to the owner / top man(or woman) in this forum that given all the evidences in hand, i.e. email address and previous frauds in other similar forums and also a possible mug shot that he / she would pass these to the police thus preventung other unsuspecting victims to be conned by this crafty person? I would.

IF you are gonna deal with him at least pick stuff up from him in person or he drop it to you. not by post/paypal etc.
