Rust removal on tank

My bike’s developed a spot of rust on the tank. Is it safe to sand it down (by hand) or does the tank need emptying and leaving til it’s fume free?

We’d go the wet n dry route followed by David’s isopon P38, more wet n dry and finally a rattle can coat or two or four depending if it was a keeper or not.

No need to clear fumes if its surface rust .if its penetrated tank then its a whole different ball game
Surface rust … sand area down … apply rust curer …clean. … prime … smooth primer down …paint and lacquer as required.

If its holed tank then its drain and dry .sand …rust cure …fill hole and then remedial paint …
