city of london police officer has spotted riding through a cycle only blue sign and taken my details.
Date of the PCN is 10th August.
But the date of the offence is 13th APril 2011 !!
Are they really allowed to sit on these for months ?
Any advice ?

No they aren’t allowed to sit n them for months. Usually have to be issued within 14, if issued to the registered keeper.
If you committed an offence in April and are receiving the NIP now, they I think you are entitled to say the time limit has passed.
Unless you were cautioned at the scene, or they are doing you for something that can go to crown court. They than have 6 months to lay the information with the Mags.
Query time limit on PCNs (not NIPs) - think they are 28 days, not 14.
