Cut the sticking out metal bits off and make it part of the structure of the wheel. It’ll be fine.

Tyre looks horribly squared off like the rider never went round a corner.
Looks like a Craftsman wrench so maybe an american tyre … maybe it has never seen a corner .
It is indeed an imperial 1/4 inch spanner
Surprisingly easily done when you are working on a bike - a few screws/tools on the floor under the bike after dismantling something - then you move the bike forward a few feet . . .
Don’t ask how I know this.
