Just bag up your luggage and strap it across the pillion seat, makes for greater filtering opportunities.

I agree, a dry bag bungeed to your back seat is a far better idea in many ways
It depends what you want them for.
I love my pannier for being able to leave the bike unattended when I carry extra luggage. Though I hate them for how when you have to go across the front of a car on a stationary motorway, when you turn to go up the gap you get stuck on a lorry.
