Can someone tell me the purpose of having them orange plastic tags on the back of scooters?

I’ve seen those too and assumed those were issued by a car park to show they had paid. Canary Wharf comes to mind. I’m probably wrong though so ignore this :hehe:

The white ones with numbers and text, often on grabrails and mirror stems are from parking in Canary Wharf I believe. Not seen the orange ones before.
