The NIP must be served on the registered keeper within 14 days of the alleged offence, unless extra time is needed to act with reasonable care to find out who the registered keeper is or if the delay was the driver’s fault, for example because they have not notified DVLA of a change of address/ they’re a new keeper of the vehicle.

The NIP must be responded to within 28 days nominating the person who was driving at the time of the alleged offence. If you don’t you commit a separate offence which could result in a fine and penalty points.

A NIP does not have to be served if the offence was part of a road traffic collision.
