In the UK yes, but not in France where the incident happened.
HMG is studying how to make them legal in the UK at the moment. I’m all in favour of them, once regularised somehow, because it will take Ubers off the roads.
It’s much more logical to move someone on a 10 kg micro-scooter than in a 1.5 tonne car.

This guy must have been an utter moron, with no sense of fear or self preservation. Not only he goes on a road he’s not supposed to, he’s using the overtaking lane! 
Which is what I said in post No 18 above.
