US citizens must be seriously scared of their police if this guy thinks he could get away with that, which of course he does.
If the alternative would have been arrest/assault/false charges then the rider probably did the right thing by being so passive about it, but I so wish he had called T J Hooker’s bluff and asked him what the heap of tickets are that he could write, and invite him to go ahead and write them.
