Hackney charging for bike parking?

Went to Appold Street yesterday after a break of about a year, and parked my bike in the big bike bay opposite the taxi rank outside the Deutsche office near the corner of Appold & Sun. I noticed there was a sign by Hackney Council saying something about the times when you have to pay and which resident permit applies. It specifically said ‘this side of the street’ and told people to go to the machine to get tickets, and the sign was at the bike bay, so I’m wondering if they’ve started to charge or are about to. Didn’t get a ticket, though, so a bit confused as to what’s going on.

Hackney shouldnt be charging for parking as i leave my bike outside the house in a resident zone all the time and nothing has been done…
Id say call them up and ask as Hackney are just stupid and are following Camden and Islington…
