Ah yes…I’ve seen this one…and it makes me cringe every time!

i reckon its a setup, as most shelving that tall and which should be quite strong would not topple so easy.
That looks like one of the staged photos from the standard set that appear in all the health and safety presentations I have seen - however - this is a real picture - I took it last winter in Turku, Finland. The digger is on a couple of sturdy girders running between the embankment, and a moored barge!
