Yes, normally it will be some local authority employee. As for the Law breaking the law, most traffic laws have an exception for police, ambulance and fire when the contravention occurs during the execution of their duties. A certain road in Lambeth that is viciously enforced by CCTV and foot patrols has police cars parked down both sides most days using their exemptions.
