Yes I think it’s for insurance purposes (because many Russians lack insurance?)

Insurance companys want dash cameras because the cops can not be trusted to tell the truth . Having been there in a car in an accident in russia where neither car had cameras the cops jumped with glee and started the bidding war on who was going to be at fault , after the mandatory parking fine for both vehicles… although neither of us was parked !!!if we were parked how could we crash!!! , the police do not worry about such trivial things :laugh: , So we had a £300 quid our fault excess with the rental car so we figured anything below 16000 rubles or so was our price worth bidding …8000 rubles later and it turned out to be the other guys fault . We were happy, Hertz hire was happy, police were happy … other driver … not so happy .

Some of the dash cam crash videos coming out of Russia are unbelievable - particularly the Ladas cartwheeling out of snow blizzards.
You should have seen some of the **** I saw happening on the roads . We would place bets before we left in the morning , not on if we would see an accident, but how many we would see !! . We nicknamed the commute " the suicide run " . Saw a truck doing 60 mph down a snow covered road and then the trailer just disconnected from the tractor unit , smashed through the barriers took out 5 or so cars , guy in the tractor unit just kept going ,thats why they run without number plates on the trailers . MOT test exists ,but its a russian test … so no actual test required . Saw a Kamaz go straight over the top of some poor guy in his car , squashed the car flat , car bursts into flames , Kamaz dude tips his load of snow over the car , puts out the fire , everybody drives on . The road NEVER closes even when your weaving around the bodies and bits . The lack of any roadside assistance also means you see cars being driven that you would never attempt to drive here . Been in an accident ? Minus 35 outside ? Car fuckked ? Your fuckked unless you can keep that car going by any means possible . Seen em draggin radiators along the road , no windows , missing 2 wheels , doors hanging off , engine spewing its last onto the snow as they drive .

My girlfriend also told me that in her city, and she things russia as a whole, police don’t chase bikers at all… so you can do any **** you want as a biker and get away with it 
There is no need to chase them. Just let them ride on 5 more minutes and they are bound to be wiped out by a truck…
