Putting it into tarmac is a waste of time, but if you were keen to press ahead then fixing it to the side of a concrete kerb-stone is a possibility.

Was standing by as uk power connected a new 3 phase supply to new block of flats,main cable was about 500mm below pavement ,the guy got the 1m earth rod and just laid it horizontally in the hole,asked him why he is not banging it into the ground vertically ,he replied no chance we don’t know what below there…lol
