The Mayor of London, Ken Livingstone, was forced to issue a statement to confirm the continuing exemption to congestion charging currently enjoyed by motorcycles and scooters. The threat to remove this exemption was revealed by the Evening Standard.

The London Road Safety Unit made the suggestion to include PTWs in the charging regime in an attempt to further reduce casualty levels among PTW users in the Capital. The proposal was buried on page 216 of a 218-page agenda to the Board meeting of Transport for London. Despite the fact that the TfL board rejected the proposal, the Standard ran with the story as it is a good 'bash the Mayor' angle.
